OK, again, every step you listed has been done, and except for the failure of the AutoFix tool to properly clean out the temporary directories – which was done manually (including some files listed in various blogs and such), everything followed your directions.  Your software still leaks handles, even on a fully cleaned out system with just NIS 2006 installed.

Detailed list of last try below:
 

First, try removing just NPM

 

Add/Remove programs, NPM

Selected to delete all personal information

Restart Windows

 

No errors on boot.

Symlcsvc.exe using 130 handles.

Open Norton Systemworks

Run LiveUpdate

Number of handles grow to 172 – 42 handles leaked.

No updates needed.

 

Go back to complete cleanout.

Do the steps in [1] Run SymNRT to un-install the Norton product from your computer.

Run MSIFIX.bat

Run SymNRT.exe

Reboot

Upon reboot, discover that symlcsvc.exe is running – shouldn’t it have been removed?  It is using 86 handles.

Checking add/remove programs show no Norton or Symantec programs listed.

Viewing directories shows c:\program files\Norton Password Manager (with just some .tmp files) and c:\program files\NPM (25.4Mb – an install image?) still exist.

Run SYMMSICLEANUP.reg

No visible change to add/remove programs, or directories.

Manually deleting both NPM related directories, and some logfiles in doc & settings\Darryl\local settings\temp

(shift-Delete, not move to recycle bin)

Strange, notice symlcvc.exe still running.

Properties of service show it is in c:\program files\common files\Symantec shared\CCPD-LC.

Manually stop the service.

Shared directory has 85 Mb in it, mostly from a .dmp file.

Delete entire directory.

Now try (again):

Delete everything from Temp except 5 locked files (from running Word).

Delete all internet files.

Try running Autofix tool to install LiveUpdate, FAILS.

Go to internet option, delete all cookies.

Clear history

Delete files again.

Try delete temp files Autofix tool again.

Fails again.

Manually delete c:\windows\temp files

Manually delete all temp IE files

Manually delete doc&settings\Darryl\Application Data\Symantec

Manually delete doc&settings\Darryl\Local settings\Application Data\Symantec

Search Doc&Settings for any instances of *syman* or *Norton* and delete them.

How to Download and install LiveUpdate: Manual steps

Since the Autofix tool isn’t working.

Install LU

Do not see LU in programs, manually explore to c:\program files\symantec\LiveUpdate

Run luall.exe

Says everything is up to date (just LU).

Try to install just NIS.

Do regular install (No PC, accounts).

Do the restart (note still in clean boot mode).

 

NIS Startup

Note symlcsvc.exe has 128 handles when the prompt to enter the key appears. 

Since I need the key, start Outlook to go find it.

Receive prompt about antispam integration, say yes.

Activation occurs, handles goes up to 188

Next, get Unable to connect to the Symantec Server

Try again

Multiple times, finally close.

Close Outlook

Go with default regarding duplicate alerts, hit finish to run Home Network Wizard and LiveUpdate.

Before hitting next on LiveUpdate, handles used is 239

11 updates found

Install all.

Handles up to 278

Get Product is up to date, need to restart.

Restart (still clean environment)

 

Symlscv.exe is using 87 handles

Open NIS

Run LiveUpdate

Number of handles in use goes to 129 (leak of 42 handles).

One update found, Symantec Common client

Install completed, needs yet another reboot.

 

Reboot

 

Symlcsvc.exe is at 81 handles

Open NIS

Run LU, no updates required.

Handle use goes up to 123, clear continued leak of 42 handles

Run LU again

Handles used goes up to 171, this time leaked 48 handles.

Run LU again

Handles used goes up to 213, leak of 42 handles.

 

At this point it is clear that NIS alone, without any need for NPM or N Systemworks, is what leaks the handles.

Just for clarity, these are the steps taken to try and get your software back to a running state.  NOTE: Even without NPM working, the resource leak is back.
 

 

After uninstalling all Norton/Symantec software – resource usage immediately after reboot:

 

After installing NPM, when it tries to start, it gets:

Keep getting it, over and over.

After a while, just give up and reboot.

After reboot, keep getting the same error, NPM tries to start, keeps getting runtime error over and over again.

Attempting to continue gets:

 

 

After uninstalling everything over again, attempting to follow the second set of directions, the autofix tool fails with (after accepting the ActiveX control):

 

Try to run autofix from Firefox, just sits there.

Looking more closely, the webpage has an error (see bottom left of screen shot):

 

Rebooted clean per instructions, Searched on website, saw:

Subscription Client Update failed.

Says to close all other SW,

This time AutoFix tool ran (but still with Error on Page).

Use Add/remove programs, uninstall NPM

Reboot into clean environmnet (just system services, and use original boot.ini).

Run LiveUpdate

Shows everything up to date.

Install NPM

NPM starts up, hit Next, get AcctMgr runtime error

While at 2nd error prompt, run LiveUpdate

Wants to update NPM, and 2 Subscription Services

Same exact behavior – subscription client update fails.

Wants a restart, restart again, full windows.

Get AcctMgr error

NPM startup screen comes up, wanting to hit next (which is where you always get another error)

Close window instead.

Install without accounts and parental controls

Allow it to restart now.

Get NPM dialog, just leave it.

Get NIS dialog, walk through setup.

Activation ok, login to Norton acct.

Refresh, finally connects, but ad not blocked (perhaps lost my rules, or else not working).

 

Followed directions on someones blogs, cleaned out my profile temp area.

Now update worked.

Reboot.

 

Get Acctmgr error again

 

After a bit

Check handles of symlcsvc.exe, = 170

Open NIS, run LiveUpdate, nothing updated, handles now at 212 = 42 handles leaked.

 

So now the resource leak is back, and NPM is broken.  Attempting to even view status gets repeated Acctmgr errors, and long pauses with app frozen.

 

Forcibly end task with Task Manager

 

Start over with complete removal of everything again.

Well, I tried, and now I have nothing running at all - gee thanks....  Well, you definitely aren't using any system resources now.
 
Everything has been uninstalled, but your Autofix tool is broken with IE6, and won't run properly, which means it won't delete temporary files, download LiveUpdate, or anything.
 
 
See the lower left corner of the screen below - This is what happens when I ACCEPT the ActiveX control, and let it run (No bars or messages afterwards, no other firewall installed, Windows firewall turned off):
 
 
If I try to manually install Norton Password Manager (because it is the oldest program), it fails, with repeated:

So, you've managed to waste a couple more hours of my time, with things only going backwards.

To get rectified this issue, you will need to remove the damaged registry entries and corrupted program files. I request that you follow all the steps that I provided you in my previous response.

[1] Run SymNRT to un-install the Norton product from your computer.
 
"SymNRT" was created to remove leftover files and registry entries that may be interfering with the new installation.
